It is not stated that for a module to be marked as completed a tag is necessary #8

In the user guide, it doesn't not say that for a module to be considered complete, the tags need to be present. However i foudn that when i havent added a tag yet the module was not counted under my CAP calculation. Since it is relatively esay for a user to figure out the issue, i list this as very low
