Fix serlo.org/disable-frontend #165

Since we have set the probability for accessing the frontend to 100% the path serlo.org/disable-frontend does not work any more and it needs to be fixed (for example by setting the value useFrontend to 1.1)

It's works currently since I have set the probability to 0.999999 :smile:
