Add links to a comment #1

For Discord or email it would be great to have a link to a comment for an article. For example I want to point to this comment in Discord:

An example is github or Slack. Here we can link to a certain contribution / comment. For example this comment has the link https://github.com/serlo-org/athene2/issues/822#issue-387329168

That's actually already possible, since comments also have an ID. So you can link to a comment via de.serlo.org/id, e.g. the comment above would be https://de.serlo.org/125081

We don't have a user interface for that, though.
