This PR aims to go through the usual project setup checklist.

Ignore the [TEMP] commit at the bottom of this PR, it's just to make the project compile. I'll delete the commit once #7 is fixed.

Notes:

The github/buildkite webhook config isn't complete yet.
We'll add the code formatting checks (stylish-haskell, hlint, .editorconfig) after #7 is merged, in order to avoid more conflicts.
