[#79] Ignore `reuse` links in `xrefcheck`

Description

Problem

xrefcheck task in the pipeline fails because it can't reach reuse links in CONTRIBUTING.md, but they can be accessed without problems.

Solution

Temporarily ignore these links until the problem with xrefcheck is solved.
