actually merge confirm_timeout into merged_settings #218

seems like --confirm-timeout doesn't do anything right now, as I was still getting the 30 second default even when sending in like, 120, or 9999. I believe this fixes it (though, difficult to test because my system is magically deploying quickly again... damn ghosts).

also the import at the top got rearranged because of rustfmt i guess.
