[Google Local Services API] No results returned for cities outside of USA #1211

A customer reported that he's not receiving results from Google Local Services API for Nuneaton, UK. I was able to reproduce it:

It is reproducible with other cities outside of the USA as well.

The official Googe services local results page is broken right now. Google also introduce new page for local services results. I'll update SerpApi Local Service engine to scrape new Google page.
