[New API] Add Ad Details API for Ads Transparency Center

One of our customers requested us to scrape more information with our Ads Transparency Center API. Each Ad has it's own unique id, which can be used to query results in Ad Details API for Ads Transparency center:

Hi please add this feature as without this the ads transparency api is not much useful and also as i can see your api only shows results which do not require google login because of which we can't get age restricted ads without which your api is not really that much useful. hope you implement it.

Meanwhile looks like i have to build this whole pipeline on my own.

Related to this issue, https://github.com/serpapi/public-roadmap/issues/1862, we can get destination_url as one of the responses for image ads.
