[Google Ads Transparency Center API] Support `topic` parameter and extract `Spent` field of the ads #1530

A user requested that we scape the Spent field for the ads results in Google Ads Transparency Center.

Google Ads Transparency Center supports performing a Political topic search. The ad results from this search contain the Spent field:

Currently, this is not supported in our Google Ads Transparency Center API.
