[Google Ads Transparency Center] No Results for Some Advertisers #1777

A customer reported they're unable to get some ads using our Google Transparency Center API that are available when using Google Ads Transparency Center directly.

This is not an instance of https://github.com/serpapi/public-roadmap/issues/1419 as the ad content seems to be available without being signed into a Google account.

Another customer encountered this issue.

I haven't had the chance to work on this yet. I'll unassign myself for now while I'm finishing the other tickets in case anyone else wants to pick this ticket in the meantime.
