/bill/bin should not be part of PATH except for bootstrap (https://github.com/serpent-os/boulder/commit/5ff4824a5fb8349705b100cdc90be15e99756d14) where it is only needed 0.001% of the time. Given that /bin is a symlink to /usr/bin, it shouldn't be part of PATH either.
