moss: Add arg for `--ignore-file-conflicts` #75

Essential for testing, even though it should NEVER be the default.

Also we need to get some pretty-rendering of file conflicts as hash IDs are literally useless to everyone xD

Required due to #74

Ikey Doherty OK so we support the notions not the flags We need to make it default in moss to forbid file conflicts And allow in boulder root creation And obv report them in a useful way
