moss: Add the ability to disable and (re-)enable repos #319

When testing and when there are large build queues afoot in the volatile repo, it would be nice to not have to actually delete the volatile repo to avoid syncing mid-stack-upgrade-build and then re-add it again afterwards when the build queue has quieted down.
