boulder: Use XDG_DATA_HOME/boulder for data directory when appropriate #355

For distro packages this will continue the /usr/share/boulder path for rootless boulder operation; however, for home-grown builds use XDG_DATA_HOME/boulder if the path exists and is non-empty.
