Large surveys take too long to upload and store in the database.

Form example evr takes 7 minutes

Partially fixed by setting synchronous commits to "off" in postgres config 
file.  Uploads are now approximately 6 times faster. However performance could 
probably be improved by another order of magnitude if hibernate was replaced 
with JDBC.
