LBARD can fail to fetch a rhizome if servald is transiently non-responsive #17

We need to ensure that when this happens, we don't misbehave. Ideally, if we already have another bundle in the bundle cache for TX, then we should keep sending that to whoever can use it, rather than go idle.

Should have been added to LBARD repository. Moved to https://github.com/servalproject/lbard/issues/25
