Migrate the service deployment to Heroku #13

What would you like to be added: We might want to evaluate the possibility of migrating the service deployment to Heroku. Also, integrate our deployment to GitHub Actions.

Why is this needed: Today the service is deployed at an internal infrastructure, to which not all members of the community have access. It would be nice to open this access to others as well. Heroku has a free tier that we can use for now.

Yeah having a nice way to deploy this service via github action would be really useful to have.

Hey, @tsurdilo! Like we spoke about in today's meeting, it would be nice to check with CNCF folks if we have access to a container orchestration platform before migrating to Heroku.
