Add `maintenance` tags for updating the server

Problem

• Updating the server needs to be automated

Proposed solution

• [x] Create tagged tasks called maintenance that can be triggered for maintenance only
• [x] Update the apt cache
• [x] Update the packages
• [x] Check for reboot
• [x] Reboot if necessary
