CI Stuff:

Change Github Actions to use temurin instead of AdoptOpenJDK (deprecated)
Change maven-compiler to actually target JDK 17
Add papermc maven repo (for MockBukkit testing only)
Remove some unnecessary dependencies
Remove codeql

Actual Changes People Care About™:

Add a new lastPlayed property to players and offline players
Fixed a bug where only players who had been on the server before would show in /v1//server/ops

Upgrades:

Bump plugin.yml api-version to 1.16
Update placeholderapi to 2.11.2
