Clarify Vault is an optional CA in Consul.
Remove Consul as a platform (it does not host workloads). Add VMs.
Remove Consul and Nomad from Istio's list of supported platforms.
Fix HashiCorp casing

Thank you for the corrections and sorry I couldn't review them earlier. Istio officially states that it supports Consul as in Alpha (https://istio.io/about/feature-stages/), but since there is not documentation available, I agree to remove it.
