The minimal example fails on Mac Tex Live 2019 with:

---8<--- ** pdfx: Metadata file document.xmpdata read successfully. (./document.xmpdata)<> (./8bit.def)

! Package inputenc Error: Invalid UTF-8 byte "C0. --->8---

Not too sure where to go from here.

Deleting pdfx.sty works. Perhaps it is no longer needed? Document passes with verapdf.
