from HUD TA today: "We heard back from HUD on an effective date for the System Performance Measures. The SPMs are to be live in your system by March 1, 2018. This will allow the Sys Admins and CoC’s to be able to test and review the updated SPMs in advance of the submission deadline which although not finalized yet, is intended to be in late spring."

I'm not sure if the January 2019 Table shells https://files.hudexchange.info/resources/documents/System-Performance-Measures-Table-Shells.pdf are the same as the Oct 2019 Specifications: https://files.hudexchange.info/resources/documents/System-Performance-Measures-HMIS-Programming-Specifications.pdf

I would just rely on the Oct. 2019 Specifications unless there is a need to look at the earlier shells.
