General Client File upload service #430

-can be reconfigured to function with any storage backend. stage 1 of this task might be to quickly hardwire to amazon s3, if abstraction could take an inordinate amount of time. -definition of an API interface which clients (and potentially even the CSV/XML file upload service). The client application which needs immediate implementation is consent documentation. Later, client identity or other verification documentation could be implemented.
