move to OpenJDK from Oracle JDK #612

on 11/23/18, we discussed preparing the open jdk 11 in the dev environment, and then moving to it once there is a bug in oracle jdk 8 after the Jan security support period ends, or once open jdk 11 is stable and few patches are occuring (mature).

maybe move to new amazon enterprise ready openjdk?

It looks like OpenJDK 11 within the next 1-2 months should be our target candidate.
