When an E-Easy issue is opened, comment that it should be "claimed" #130

It would be nice if highfive mentioned for E-Easy bugs that they should be claimed by making a comment to that effect.

Specifically, when the E-easy label is applied (via the labeled action), we should post: Please make a comment here if you intend to work on this issue. Thank you!. This belongs in its own handler, but could use the the watcher handler (handlers/watcher/__init__.py) as inspiration.
