Improve rollup UX #160

  1. The description of the rollup will now include the PR titles, making it more transparent to reviewers the content of the rollup.

  2. (This is more about how the Rust team manages rollups) The rollup button now displays instructions how to properly assign priorities instead of a simple confirm().
