Will we be removing the remaining references to upstream-wpt-webhook in a follow up PR after we deploy this change to disable it and validate it?

I was following the approach that #1012 used, which leaves everything in place. I think in the mid-term we can probably stop using saltstack entirely. The only remaining service is the intermittent tracker.
