Use a password manager #764

The current "Servo Build Machine Secrets" doc is a bit unwieldy to use. We should use something that's cross-platform, ideally web-accessible (a web site, a browser extension or both). If we choose something that has an API, I can write some Salt code to pull secrets directly from the API into the pillar to lessen manual copy-pasting and ease rotation/revocation.

This has been in flight for some time but it looks like the ultimate solution is going to be setting up our own 1password team. I've reached out to our contact at Agilebits to ask about the best way to transfer a vault full of stuff, to minimize the likelihood of getting stuck re-entering all the data.
