Don’t keep a Windows worker running on EC2 when CI is idle. #28

This adds latency (EC2 provisioning time + boot time) but reduces cost.

I'm a bit concerned that we have not been able to run any windows taskcluster jobs since this change was deployed:

I’ve applied the reverse change (setting minCapacity back to 1) for now and will look into this more tomorrow.
