SPE notation in Section 7 of structural specification #22

The notation used in [http://webont.org/owl/1.1/owl_specification.html#7
Section 7 of structural specification] may be confusing: SPEi may be taken
to denote a subObjectPropertyExpression when in fact it indicates an
objectPropertyExpression (usually denoted PE).

The SPE_i notation has been changed to PE_i.
