Define behaviour related to versioning #46

Make it be that importing two ontologies which are noted  to be incompatible 
leads to an 
inconsistent ontology.

Doing this well ought to help with a less pleasant alternative to avoiding 
mixup which involves 
minting new namespaces each time there is a new version of an ontology.
