Automatic Image Updates #2

The underlying Linux distribution (Ubuntu 20.04 as of 2020-02-23) will frequently have patches and updates available to improve security and reliability. In order to ensure that these are pulled in, even when there isn't an update available to monerod to build in, this PR incorporates a Github Actions workflow that runs on a schedule to rebuild the container image.
