Targeted .net framwork 3.5 for Abot and Abot.Console assemblies. 
Abot.SiteSimulator and Abot.Tests still targeting .NET 4.5. Also refactored a 
few tidbits that relied on 4.0 code features (string.isNullOrEmpty, 
NoCoverageAttribute, etc..).
