Remove misleading CONTRIBUTING.md #44

I don't think issues and pull requests for this project should be submitted to the laravel/framework-repository...

I think just removing that file would be the better option.

Because it will be presented to you when you attempt to create an issue and is supposed to give guidelines on how to contribute and not where. When you found the CONTRIBUTING.md you are already at the right place to contribute.
