Years should be generated as a Category

Years in the post form should generate their own categories. e.g year/1993 listing all games by year.

1. Year generates a new category if it doesn't already exists
2. All posts with that year are a child of the year category
3. Year is a child of some new category "By Year", so it doesn't clog up the index by adding a link to every year.
