Current Behavior

PR is pushed with issue
sarif-to-comment-action posts comment with issues
issues are fix and new commit pushed
sarif-to-comment-action detects no issues and pushes no comment, nor deletes the current comment and issues

Expected Behavior

PR is pushed with issue
sarif-to-comment-action posts comment with issues
issues are fix and new commit pushed
sarif-to-comment-action detects no issues deletes the comment or removes the issues from the comment it already made

Steps to Reproduce

Push issues to a PR, then fix them.
