Reforms in authoritarian states #372

Authoritarian states are often pressured into political reforms by protests but seeing as most authoritarian ideologies in game have a simple base = 1 on removing political reforms this is not reflected. Perhaps a decision branch based on av. militancy and consciousness and whether rebels are organising could give this flavour. Obviously not voting as this would effect regime change, but maybe in the draft, trade unions, assembly and press rights a decision which conceded some reforms to reduce av. militancy and consciousness and maybe give suppression points would be a good way of reflected authoritarian regimes sometimes conceding reforms to quell protests.
