Add Canadian leaders #32

Added Character Louis St. Laurent, PM of Canada from 1949.
Added Character George A. Drew, Leader of the Canadian opposition from 1949.
Fixed Bureaucrat IG having wrong pop types as potential members.
Added historical election date for Canada, August 10th 1953.

Identical to closed #30.

Thank you for your contribution, they are very good. There are however some very minor changes needed so I’ll merge the PR once you’ve done the tweaks.

I use .bat files to automatically do my file management for me, so I .gitignore'd *.bat so that my bat files don't accidentally end up in a remote branch.
