Full building, parties Chinese translations #73

Now all texts are translated into Chinese for building series.

Following translations will be added once if the construction sectors cost is fixed so I can continue my play acting as China.

Perhaps 法国 would be a better translation than 法兰西 for France? The name 法兰西 was generally used in China in the 19th century i.e. the Victoria period, but today including the Cold War period we prefer call France 法国.

Hi @lomirus and @huanghongxun, I agree with @lomirus's suggestion to change the localisation of France from 法兰西 to 法国.
