some branching point position is not accurate #22

when the neurite is not round (one axis is not as thick as other axies), and the neurite branching angle is small, the branching point is relatively "dragged" to root node.

the penalty function was updated to use original paper parameter. 844ffefd541ac8986526c392ad2a14627bc1ec65

Still not sure that whether this update will fix the branching problem or not.
