as discussed with @torms3 , we modified the interface as follows:

remove train_load_net and train_seed in config file. znn will automatically load the current network.
add argument parser of training and forward pass.
train: python train.py -c config.cfg -s seed_net.h5
forward: python forward.py -c config.cfg -n net.h5 -r sample_range

after merging this, we plan to create a release version.
