I just double checked this and I could not replicate this behavior. I changed the role on a user in the ‘Default Organization’. When I went back to the edit screen I saw the new role automatically selected in the drop down.
I login -> click top navi "Your organizations" -> "Default Organization" -> click left navi "USER" -> select "EDIT" on test4.
the role dropdown is admin, but this user is guest.

Ok got it. I was looking at a different screen.
This has been fixed and deployed to the test server. There was a problem associating the roles mask for organizations user within the users_controller.
I logged this into github.

In Edit user screen, the "Select a role" dropdown shows wrong user role.
It's just default to "admin".
