The css for website layout seems quite simple.

Shall I redesign this webpage with following enhancements :

Responsive (Probably by using Bootstrap)
Proper meta tags + open graph
SEO friendly

Will you be accepting my PR? Please lemme know if I can contribute too?

Have you seen this site in use today? I'm not sure if it's being used (I have not been attending lately).

I appreciate your enthusiasm, but I don't think it's a useful use of your time to focus on rewriting this website for several reasons:

I don't believe this site is heavily used, and if it is, it's primarily used on an iPad at the front entrance to the meetups
The site shouldn't really be crawled by search engines, so SEO and meta tags are mostly irrelevant
The site is basic enough that it doesn't need to be responsive. It loads on my phone without much problem, and most people will be using the site on a tablet device anyway
The site's main purpose is to host a Google Form which is not really stylable or affected by a responsive layout. However, since the form is only one column, adding any responsiveness to it would also not benefit very much.

Instead, I might recommend attending the meetup tonight and speaking to the core team about what sort of problems or development is more urgently needed that you may be able to provide. This way you can ensure your efforts would have a more immediate impact.

For example, if you're looking for some coding tasks, I've been curious to see if we can setup some automation hooks for the form so that people can receive an email 24 hours later asking them to submit feedback about their experience attending the event and people who have never filled out the form before (I would use the email address as the unique identifier) would immediately receive an invite to the sfbrigade slack.
