I was thinking about this too, things that can indicate the "health" of a project. Burn rate of github issues is one we could measure, last updated, number of commits per day/week/month, traffic stats; all of which can be easily grabbed from the github public API, or we can set up a badge service or something to pull the info.
A CONTRIBUTORS.md file outlines conventions about how a project is maintained.
I propose that we encourage our projects use CONTRIBUTORS.md, and that it outlines the team members and roles. (maybe as a Github Team)
Additionally, the
last_updated
/ commit date is an indication we can keep an eye on as well.
