Use brand colors in USWDS theme #186

Fix #167.
Fix #168.
Add dark and darker colors for button hover/active states.
Show Routed logo on login page and clean up spacing.
Remove 'base-ink' color, which doesn't seem to work as a token.
Add public/img/logomark-300.png.

The logo image is showing up at twice the size of the design spec, so I've added a class to shrink it down 50%, this also makes it render sharper on high resolution displays. And I've tweaked the header margins to match the new design.
