Add RingdownBadge component to consistently render the status in both ER and EMS views.
Simplify RingdownCard.js by using a single confirmation dialog and badge display, instead of 3 copies.
Use USWDS warning/success color tokens to style the badges.
Fix wrong propType in RingdownSection.

Built on #205 and #206, which should be merged first.
