Testing: allow EMS user to submit ringdowns to any hospital, but have them all appear to SF General ER user #249

During limited testing, it's likely that very few non-critical patients will be transported to SF General.

To help provide a more interesting flow of data to SF General for testing, show all ringdowns across all hospitals in the SF General queue.

For ringdowns that are not actually directed to SF General, prefix the chief complaint text with TEST ONLY, NO ARRIVAL so that they know that the ringdown does not represent an actual patient on their way.
