Currently we are set up to invite the Staff members when they are added to the Staff list, rather than being triggered by assignment.

I implemented this email design in ticket #213 according to what we all agreed on at a full team meeting. We dropped the student name because this email needs to be only specific to the case manager and the staff member being added.
