[Relational] Add an is_DA field #127

Once Jade spreadsheet is pulled in (https://github.com/sfcpc/housing-dashboard/issues/119) we can figure out whether a project is a DA project (if the project has a node in the record graph that is an entry in the Jade spreadsheet we know it must be DA).

Also, we should be using the presence of PHA records in PPTS as another signal that something is DA
