[Relational] Use Jade spreadsheet to handle OCII project statuses in status history #128

Currently for our status history table we only use projects that start in PPTS. Now that we have Jade's spreadsheet we have data on some OCII projects as well. It would mean we'd need to change our assumptions about projects only being able to start with a PPTS root but filing in case we do ever want to do this.

Also as part of this we need to look into whether we can get values for other entitling agencies (i.e. Port) even though we know their statuses can only have PTS equivalents
